1387 – Grand Duke of Lithuania and King of Poland Jogaila granted Magdeburg rights for Vilnius. Self-government started after that. Grand Duke Zygimantas Kestutis extended rights of citizens in 1432. Those rights indicated that highest administrator of town is nominated by duke for life. Citizens were electing magistrate who was responsible for organizational and defensive needs of the town, magistrate was also solving civil cases. Highest administrator of town and magistrate were living in the city hall. According to historians, the first city hall of Vilnius was built in 1432 and it was built right in the same place where it stands now.

Nowadays common council of Vilnius represents community. This institution is responsible for the rights of self-government and implementation of goals raised by community. Common council is elected by citizens every four year. Council consists of 51 elected members.

Members of the council must elect mayor during two months period from the first council meeting.

Recent mayor is Remigijus Šimašius.
